I'm trying to report a video of a dog tied up in the rain at 198 magazine st in Covington va and I can't find a way to post a message to the animal control.
It's very obvious this department has heard and seen the video of the video of the dog on social media.... and has yet to do anything. Please get off your asses and do something!!!!!!
